David Leonard

Electrical Project Executive

David Leonard brings more than 30 years of experience in electrical construction, commissioning, project management, and estimating. He has led the testing, startup, and integration of complex electrical, instrumentation, and control systems for major water, wastewater, transportation, and industrial infrastructure projects throughout the United States. 

 

Throughout his career, Mr. Leonard has held leadership roles spanning project management, estimating, commissioning, and business operations. His experience includes major programs for Orange County Sanitation District, Port of Long Beach, Sound Transit, Metropolitan Water District, and numerous municipal water and wastewater agencies, where he has successfully delivered complex infrastructure projects and overseen comprehensive testing and commissioning efforts. 

Mr. Leonard completed the IBEW/NECA National Joint Apprenticeship Training Committee program and earned a Certificate in the Field of Electricity from Palomar College. He maintains numerous industry certifications, including OSHA 30-Hour Construction Safety and Health training, and specialized certifications in electrical systems, controls, and estimating technologies.
